The state fund program involves second injury claims, insolvent employer claims, as well as other claims specifically exempted by law from payment by insurance companies .The Insurance Department Workers’ Compensation Program was established in 1974 by the Kansas state legislature, and its goal was to encourage the employment of people with disabilities as a result of specific impairments. The program has continued to accomplish this goal by relieving employers of workers compensation liability resulting from industrial accidents suffered by these employees.
